About Us

Philippines Emirates United Procurement Commission was established by the Public Procurement Act, 2011 (Act 112) as a procurement body responsible for the effective procurement of materials for the government agencies or state-owned enterprises. The Authority seeks to ensure fairness, transparency and non-discrimination in public procurement in order to promote a competitive atmosphere for local and foreign suppliers.

Core Functions of the PEUPC

  • 1. Supervise the implementation of established procurement policies;
  • 2. Monitor the prices of tendered items and keep a national database of standard prices;
  • 3. Publish the details of major contracts in the procurement journ
  • 4. Publish paper and electronic editions of the procurement journal and maintain an archival system for the procurement journal;
  • 5. Maintain a national database of the particulars and classification and categorisation of federal contractors and service providers;
  • 6. Collate and maintain in an archival system, all federal procurement plans and information;
  • 7. Undertake procurement research and surveys;
  • 8. Organise training and development programmes for procurement professionals;
  • 9. Periodically review the socio-economic effect of the policies on procurement and advise the Council accordingly;
  • 10. Prepare and update standard bidding and contract documents;
  • 11. Prevent fraudulent and unfair procurement and where necessary apply administrative sanctions;
  • 12. Review the procurement and award of contract procedures of every entity to which the procurement act applies;

To offer a lasting solution to the socio-economic difficulties of Urban and Rural People of Philippines and to facilitate the rapid and sustainable development of the Areas into a place that is economically prosperous, socially stable, ecologically regenerative and politically peaceful.

Harmonize existing government policies and practices on public procurement and ensure probity, accountability and transparency in the procurement process. Building sustainable bridges between. manufacturers and government ministries and agencies.
